Agreement to strengthen energy efficiency cooperation
The Permanent Partnership Council (PPC) is a standard forum for discussing EU-Russia affairs. It was the second PPC on energy (held in Moscow on 8 December). The main objective of the meeting was to examine the recommendations by four Thematic Working Groups established last year on investment, infrastructure, trade and energy efficiency.
But apart from approving the weak recommendations of those working groups and carrying on the discussions, there's no breakthrough in the relations between EU and Russia on energy, based on the dirty fossils, instead of very strong support for renewables and energy savings.
